How "Overall" is computed: each resort gets a
State pill

City pill (
HRC
Municipal Equality Index, 0-100 — non-discrimination, city employment, services, law
enforcement, leadership — where HRC scores that city; most of these are small resort towns
outside its ~500-city coverage, shown honestly as "no city data" rather than guessed).
Overall blends State 60% / City 40% (City-only when no state data applies) —
that's the pill resorts are grouped by below. We also looked at FBI hate-crime data per state
(linked in each card's Sources) but did
not blend it in: a low reported rate
can mean "safer" or just "agencies under-reporting/not participating" — a well-documented
problem with that data — so it can only ever subtract points past an extreme threshold (3× the
national rate), never add. No resort here currently crosses it. Data captured 2026-07-24;
